There's nothing unfriendly about it. Storytelling is happening in the bar, and the skittle alley is available to the festival over the whole weekend, but the landlord also has other customers to consider, so has the final say what happens in the pub.

You seemed to have missed the bit that says this pub is the home of the Carhampton wassail (so welcomes folk music), and

'Kevin, the landlord of the Butchers Arms, is most enthusiastic about the festival'

He works hard to help make the festival a success, and the organisers work with him to keep everyone happy.
