There are rules about transporting animals in high temperatures..... none for humans. Commuters are experiencing temperatures of 45degrees on some trains. Journeys are taking longer because people jam into one carriage, won't stagger their journeys and don't take water or fans with them. So far (touch wood), I've not heard of any track damage due to excessive heat but it's only a matter of time. London Transport are already banning drivers from wearing shorts. Expect a strike soon!
