Didn't one critical patient die when they tried to evacuate her? Is it possible these 7th Floor patients would probably have died during the stress of evacuation and therefore were left. Is it possible that as critical as they were and as overfilled as all nearby hospitals were, there was in fact no place to evacuate them to?
And we are back to: who was responsible for seeing to it that a viable emergency plan was in place for a disaster?
And do we really believe that any viable plan for a similar disaster is in place anywhere in this country?
