None of the many exercises I participated in as an Army reservist were ever intended to be no-notice drills. On the other hand, as a VA employee I participated in many disaster drills...and fire drills. Exactly why would "exposure" make it impossible to carry out a drill, and how, precisely, would you propose that people train properly without practice?
