The commander is presently an American navy admiral and the deputy is a Canadian forces general. By definition, the American component is responsible to the Secretary of Defense. As for the rest of it, it belongs in the same never-never land as the Trilateral Commission and Don Brown's version of Opus Dei.

By the way, there is a NORAD exercise (Exercise Falcon Virgo 06-09) planned for Washington DC later this week.
