Lichtenstein has recently signed treaties with Andorra and Grand Fenwick, creating a Pan-European Axis Of Evil (or PEAE as it is refered to in the treaties). Vatican City and Luxembourg were also invited, but had other engagements and were forced to send their regrets; their sub-ministers (in the case of Vatican City, a sub-priest) did attend the meeting as observers and helped to pass around the hors d'oevures.
