Just to put a twist on the question: May a government mislead? Does a government have the right to withhold information, the right to put a spin on the information they put out, the right to decide who has the right to know?

Any governement is made up of people, ordinary people, people with flaws and agendas and aspirations of grandeur and power.

Yikes. Maybe a dictatorship is better in the long run...
