It's a bad owner who lets his dog bark for more than 4 barks... but as you say, they just moved in, so the dog is sounding out the neighbourhood, basically the doggie version of you Emailing everyone with your new address or putting a sign on your mailbox saying 'Sweeney Residence'. He should settle down in a while but in the meantime, the owner should be controling it.
