For an adult, it's OK. You can choose whether you want it done or not, and whether the reason is medical, religious or body aesthetics, it's your choice.

Done to a child for a non-medical reason, it's child abuse. We wouldn't allow people to brand a baby or carve them with "decorative" scars, so why should anyone be allowed to cut off bits?

A non uncommon effect of circumcision is that the foreskin is cut too low. On a baby, this is a matter of being one or two millimetres out in your cut, which is why it's not uncommon. The result is pain throughout the man's life. It certainly would reduce transmission of STDs, since simply touching (with *anything*, even clothing) is apparently very painful.
