They KNEW where he was--in the Tora Bora hills. (And it seems likely this was actual fact, not just common knowledge.) They LET him get away from there. Ever since then, it's been repeated over and over that he is in the north Afghanistan/Pakistan border country.

I know!!! Let's Invade Iraq! Then maybe Iran. Then let's shift the military focus in Afghanistan to the SOUTH, to clear out the opium trade/Taliban alliance. We'll get the Canadians to be cannon fodder, they are ready for a turn at that.
