Not at my place they don't! They're estimated into our overall budget -- seems like in Idaho moneys designated for libraries MUST be spent on libraries and cannot be spent otherwise. In fact, the city can't even tell us how to spend the money raised for the library as long as it's spent legally (and ethically and doesn't embarass the city). In effect I have a large bag of money under my desk to spend as I wish and the library fines and fees all go into it.

Very soon we'll be taking credit and debit cards. THAT money will go directly into our account at the city (the city does act as our fiscal agent), but again, it must be spent for library matters.

This is Idaho state law.
