Followed by a universal reform on the mode of communicating bills, riders and proposals at law in both the House and Senate such that:

1. No material will be added that is not directly relevant to the subject of the proposal
2. No funds shall be allocated by a proposal not directly germane to the purpose of the proposal
3. All clauses of the proposal shall be expressed in the plainest English possible in a tone and spirit of candor.

By the way I saw recently that Bush proposed a national on-line database which would enable any citizen to see clearly where Federal money was being spent.

While I do not trust the motive, in this case, I applaud the idea.
