The first thread about Hearme goes into what you need pretty extensively. It's here:Basically, you must have a Windows PC. It must have Microsoft Internet Exporer Version 3.02 or greater installed on it (you don't have to use IE, i use Netscape for Example, but HearMe uses some of its components)
You need a Microphone and sound card.
