The suicide rate IS way over that. One of the preferred ways these days seems to be "suicide by cop": you take a hostage or in some other way force the cops to kill you.

Here, anyway, it's starting to fail. The cops are shooting such people with non-lethal "beanbag" rounds. A broken leg or badly bruised ribs, and both hostage and taker are still alive AND a cop doesn't need counseling. It's happened three times so far this year. And yes, the cops have been VERY well trained in the use of the "orange shotguns."
