It's not a spade, it's a simple hand operated vertical earth lifter.
In my office the same unit is known as a 'Joe' after the irritating, mysoginistic little shit who spends about 5 minutes out of every 60 at his desk and the other 55 wombling around the office disturbing people and telling them things they couldn't care less about.
