Bring back traditional British punishments, like peine forte et dure and drawing and quartering and that all time fave rave, boiling alive. Rehab don't work and just wastes money; you can reuse the rope.

Punish, yes, when punishment is what is called for. If the person can be salvaged, rehab. And some are so...warped, bent...that they have to be somehow forever banished from society.
