A guy was arrested in New Jersey a couple of years ago for shining a laser pointer of some sort at the pilots in jets at the airport. It wasn't considered a joke.

If you complained to the police about this light being shone in your house, then the police should take it up with the father and the kids. With or without the light, it is still trespassing.
