I've seen people put an ad in the local papers around me that are very specific as to what kind of instrumentalists they're looking for, but I've found that what works best is just hanging around, getting to know folks, and gettin' the word out on the street. Personal contact is best---sometimes the other person knows someone who knows someone who might be interested.
