Teribus - US sale of military hardware (using that term in its broadest context) amounted to less than 0.41% of total arms sold to Iraq. Iraq's largest supplier of military hardware was Russia (61%) followed by France (19%) in the period between the Iran/Iraq War and Desert Storm.

Apologies if that is not clear enough the period described includes the Iran/Iraq War. In the period 1980 to 1990 Iraq was the largest importer of military hardware, less than one half of one percent of what Iraq bought/traded/were given was supplied by the United States of America, hardly what could be described as a substantial contribution, compared to what Russia and France gave Iraq for favourable oil concessions.
