The child is NOT bing charged... and rightly so... but I think his parents and uncle should be taken out behind the barn and beat, or bitch-slapped from one coast to the other for letting this poor innocent grow up in such a shitty environment...

Ya need a licence to get a dog, but any meshback can have as many kids as they want... that ain't right! I'd love to live in a world where people would have to PROVE they are capable of being good parents before they are allowed to breed! It'd do wonders for North American Over-population... And our overall I.Q.'d shoot through the roof!
