Towards the end of the Napoleonic Wars, at the Congress of Vienna, when the news arrived that Napoleon had escaped from Elba and landed on French soil, the Duke of Wellington insisted that the Congress remained seated until it was universally agreed by all the major powers of Europe that Slavery be abolished.
