When I tried to get back into Canada (I'm a Canadian citizen) from Phoenix, they would not accept my Canadian citizenship card (with a picture) as proof. I also had a driver's licence and an assortment of medical cards, voters registration, credit cards, union card etc.
It took a supervisor to bypass the computer before they would let me on board. My expired passport was useless as was my hospital birth certificate.
