Bush never said that Saddam had any involvement in 9/11.

He did, for a while, talk about how Saddam has sheltered members of terrorist organizations "like al Qaeda," or that he would like to be or was associated with al Qaeda (and similar), or that he had connections to al Qaeda.

Somehow, later, someone let or caused the grunts to believe they were serving up retribution for 9/11.
