But I've been giving some thought to your problems, and as I see it, if infected offenders are accosted by overwhelming and overweening numbers, and a plastic bag smeared with Eucalyptus Oil is pulled over their heads and tied around their necks, the problem will just go away. I just throw this out for discussion.
