For ease of use, moderation, being able to choose by section topics, etc. I really like Capercaillie's web forum

It is a fan site forum. But it is so simple and easy to use and well moderated!

However, I think their overall website sucks.

Arlo's forums I like too, and they are a lot of fun. They've had a lot of troublemakers there over the years, but still keep chugging along merrily. Features here are similar to the Capercaille forums (I'm purty sure it's the same software, but haven't checked), but I think Arlo's has them beat for ease of use (like a button at the top of the screen for contacting a forum admin).

People can post as guests. Those who wish to remain anon easily can, while still registering as a user, by selecting the option of hiding your online status. That means only you and the board administrators can see your identity.

Traffic is too heavy at the Beeb forums for me.
