This is a coordinated move on the part of the 2 major parties. Bush says increase, the Democrats say no increase. But the Democrats propose nothing in the way of DECREASING, aside from the usual rhetoric. Bush puts a turd on your table, the Democrats say take it away, and they compromise on half a turd.
