And the Shia are by far the majority except in a few provinces--and have control of the police. As long as a law-abiding Sunni cannot trust the Iraqi police to not kill him--for being a Sunni--there's no rule of law.    But there is a powerful incentive to stay armed--and no incentive to stop the civil war. They can leave Iraq--or carry on til "ethnic cleansing" is complete.
