The comment about instrumental music is actually the key to this. I was told about this proposal a few months back (and expected the announcement next month) in the context of the Olympics. It's part and parcel of the Treasurey trying to fund the Olympics and cutting out 'expensive' instrumental music - just one 'saving' they expect Education to make.
