1) " Bush is to stop warrantless surveillance and seek court oversight. The abrupt about-face came after a year of adamant insistence by the administration and its allies that the 1970's system of secret wiretap requests to a special FISA court had hamstrung the the post-Sept 11 war on terror, and appeared to be recognition that continuing the battle in a Democratic Congress would be unwise."
2) "House Democrats are intent on forcing a change in Bush policy on global warming, and Pelosi is willing to bypass her chairmen to do it".
Regarding the Pelosi plan, there is opposition within her own party--especially by Michigan Congressman Dingell, chairman of the House Energy and Commerce Committee,--and, of course, already feeling the sting of Michigan job losses in the auto industry. And in the Senate a probable filibuster by Oklahoma Republican Inhofe must be taken into account.
But there's no question who has the initiative now---and it ain't Bush.
