If your Cubase is anything like mine, there is a monitor toggle switch in a pull down menu. When you pull down the menu, if it says "monitor off" then the monitors are "ON" if it says "monitor on" then they are "OFF". It is a comand thing so if you want monitors On make sure that the pulldown next command is a stetement of monitors "off"
