A penny coin was one 144th part of an old English pound.
Here in Cornwall we have Leopard Baps made as Bert describes but then covered with a milky flour mixture to give a spotted type of crust. They are as Bert says, great to eat.
Don't confuse a penny bap with a hamburger bap, these awful things weren't about when you could buy a bap for a penny.
