They would say that wouldn't they? It's part of a plan by the big players who can afford to pay for bandwidth to do so, and assert a right to be priority traffic, thus degrading the availability of service from smaller competitors and creating a barrier to entry.

According to this plan, the common carrier becomes the property of the big players. It's a bit like the Texas turnpike: the highway becomes property and the common man looses the right to use it save on payment. Historically, turnpike laws in the UK were a source of much working class dissatisfaction.
