As a kid,we used to make panpipes of sorts out of Horsetail grass. We'd pull the segments apart and blow over the ends of them until we found a set that would play the right intervals. the volume of the tube -- closed at the bottom -- is what determines the pitch. The ones I have seen are open at the top and are just blown across, bottle fashion.
