Mozambique is one of the poorest countries in the world, and suffered through 15 years of brutal civil war that ended only in 1992. It is also a highly indebted country and must spend $1 million a week on interest payments to foreign lenders. In order to meet these financial obligations, Mozambique has lost much of its capacity to respond to emergencies.
