There is (or was) a kiddie's cartoon on TV in the UK based on a 'Count Duckula', a vampire duck (accidentally 're-animated' with tomato ketchup and now a vegitarian*)
Not quite Howard the Duck, but your idea for a film certainly sounds better than the HtD movie they did make.

My suggestion? The Fabulous Furry Freakenstein Brothers - The Fabulous Furry Freak Brothers (including Fat Freddie's Cat) given a 'make over' by Baron Frankenstein.
