I don't know when Canada started designating Native Americans as First Nation people- but that is a very far cry from Native American Savages. It boggles the mind. John, it appears now that you are speaking solely of Canada. However, you DID assert nonsense about US salmon fishing. Please address that.
In the US, Alaska specifically, fishing rights and permits are far harder and more expensive to acquire than they used to be. But that is ONLY because of the quota system. It has NOTHING to do with one's ethnic or racial status or even one's gender. There are gasp women commercial fishermen. Neither does a person have to find a Native American titular partner.
When fishermae retire from fishing or moves out of the state or whatever they are free to sell their permits. I don't know how much they are worth but I do know that they sell for more than $20,000.
