The BBC news folks were getting (in their own words) "very, very sketchy" reports...at some point they heard 'something' about 'collapse' of WTC7, which was actually only predicting collapse, and misunderstood. They made a natural mistake. The woman reporter didn't have a map....she was just juggling little bits of information. There was nothing sinister about it.
