If the border guards had filled out the papers immediately following the incident .... it probably would have been a different outcome .... regardless the message has gone out the the Big Cartels .... another notch on there guns for victory.

12/14 years with no parole before 10 years seems rather harsh. BTW, one of these 2 guards has already been beaten severly in prison ... they sent him to a prison largley populated by drug dealers and smugglers.
