Wrong, Mrrzy. Everyone can use the bold or italics commands to make a point. And if the caps were used to make a point, that would be one thing. To do a whole post in caps is shouting, and that is a fact on the internet.
This person says they have only been online for 6 months. Just thought I would point out information they should know.
