The tautology is flawed. Mediocre means of average or middling quality. Popular means of high acceptance. They are independent variables -- you can feel most of the people some of the time, but some of the time you can't. "Goodness" is this context is a semantically nul term, not being defined to any observable criterion. This is just semiotic mishmash at play.
