Do you remember the irrational exuberance and increase in gas prices that precipited this crash? Do remember that Clinton cut back on military spending that is hurting us now? Bush inherited a downward trend that would have still been there if Gore was elected. The Federal budget is made the year before so Bush inherited the spending of the Clinton administration. All that Enron crap was brewing during the Clinton admistration also.
