Wild Bill did nothing major to combat the problem, but I do blame W for our being six more years down the road with nothing at all being done about the issue and for the US refusing to sign the (now expiring) Kyoto Accord because (1) it would have an adverse effect on the US economy and (2) there was no guarantee that the developing nations would also reduce their greenhouse gas emissions.
