While "Rule Britannia" might have been written by an Englisman, the last time that I looked "Britannia", or Great Britain, included Scotland, Wales, Northern Ireland and various Dependencies such as various offshore islands.
This is despite the actions of Blair and other government meddlers trying to re-write history.
