Bush actually lost this round.

The Dems are stepping gingerly to avoid a clever, and evil, trap set by Bush (no, not Bush, it's too clever to have come from him).

The war cannot be won, and cannot end well. So, Bush is praying that the Dems will actually cut off funding. Then the troops come home, and Bush gets to say "I'da won it if the Dems hadn't cut-off support for the troops", AND, the Repubs get to run commercials for '08 trumpeting that "the Dems took the food off the plates of the troops and stole the bullets from their guns". The country would fall for it, and the Repubs get the Prez and regain Congress.

Instead, now, it is still clearly Bush's war, and the Dems get to say they have given Bush everything he wanted in order to win. So, they don't have to shoulder the blame for the inevitable bad end, and they don't have to campaign against a nightmare ad campaign in '08.

Meanwhile, everyone (except the twentypercenters who would support Bush if he pitchfork loaded a truckfull of puppies) still knows it will end poorly, but our people in the service are still there dying. They die as we play this political game at home. But what are the Dems to do? Do they cut off funding and ensure that the incompetent evildoers retain and regain control of the government (thereby assuring future senseless bloodshed)?. Or do they play the game and hope to truly take power in '08 and put a final stop to this evil?

It's a no-win question worthy of a university ethics class.
