It would drive people like myself off the road. I can only afford cars, which I can largely fix myself. That rules out anything with high tech electronics etc in it. As I work as a teacher and musician, that would effectively ban me from working. I know one should never undersetimate the stupidity of lawmakers. However, I would be shocked if this went through. Even Margeret Thatcher was not that determined to punish the poor.
