If the Democrats had not backed off on the timeline part of the bill, Bush would have been forced to veto it as he said he would. Then Bush would claim that he could have won the war, but since the Democrats denied him the necessary funding, it's their that we lost. And that would be one helluva campaign issue in 2008 (which, I believe, is what TIA just said).
