In all my years receiving CD's, I've only had one damaged CD.   I probably have had hundreds of cracked jewelcases, but that does not effect the CD.

You can find stiff cardboard envelopes that will hold your CD safely. A padded mailer would be a good recommendation - clearly marked "Do Not Bend" (not that that mailperson willpay attention, but if makes it appear that you did your part!)
