This is puritanism run mad. Of course young people under whatever the local age for drinking alcohol is drink at parties. I'm not into child law but I'm not sure that the supply of the alcohol to the "children" would have been an offence in England at all, although if the young people were under the relevant age (which I have a feeling might be 14 or 16) buying it for them might have been.
