Had DVDs even been invented while Win98 was still around among the living?

The Nero that I have is an OEM version called "NeroVision Express 3."
The only thing I find as a "Help" or "Properties" for my version is a link to a sales pitch for upgrading to Nero 6, so it's apparently from the same time epoch as that version.
For your information, without knowing if it's meaninful, the aacenc32.dll file does not appear in the main program folder (C:\Program Files\Ahead) but is in a separate "C:\Program Files\Common Files\Ahead\Audio Plugins" folder. A mislocated plugin could give an error, but the install should have taken care of putting it in the right place.
I don't remember much about the security setup on Win98SE, and things may have changed some with patches since I quit using it, but I believe you could set folders as private or shared, and a "Common Files" folder should be shared and accessible to all users. But in WinXP an Administrator can install a program and it will NOT be accessible to other users if it's not tagged as shared. A wrong "user privilege" setting could get an "access denied" error(?).
