I get free hosting for several domains included with my ISP (ADSL provider): PlusNet who aren't too bad. I also use UKFSN (UK Free Software Network) for Suffolk Folk (token folk content for thread...) I moved Suffolk Folk from 1and1 when I took over their IT because they were pissed off with 1and1.
These aren't all cheap, but they are competent. Some are quite small operations.
